National Drugs Strategy 2009-2016

The NDS (National Drugs Strategy) was established by the Department of Community, Rural and Gaeltacht Affairs to tackle problem drug use throughout the whole of Ireland. The Overall Strategy Objective is:

“To continue to tackle the harm caused to individuals and society by the misuse of drugs through a concerted focus on the five pillars of supply reduction, prevention, treatment, rehabilitation and research.”

Within the National Drugs Strategy, Travellers are identified as an “at risk” group, i.e. a group in which the individuals have a high risk of problem drug use. It is a key objective of this strategy to raise awareness and provide drugs services to “at risk” groups.

They plan to target Travellers with services for Prevention, Treatment and Rehabilitation, and to provide co-ordination of services for this group.

Illicit Drug Use within the Traveller Community

The NACD (National Advisory Committee on Drugs) carried out a study in 2006 on Illicit Drug Use within the Traveller Community. This study involved one-to-one and group interviews with agency workers from Traveller organisations, the church, primary health care, youth work, social work, drug services, and local authority and health boards, and focus groups with a total of 122 members of the Traveller Community.
